Run tests on ARM-based cluster as part of the pipeline

The automated tests currently run on X, P and Z based OCP clusters. We need to the update the pipeline and configuration options to run the tests on ARM-based OCP cluster.

We might have to use a static cluster if it's not possible to spin up ARM-based cluster on the fly (as of Oct 12, 2023 that's not possible).

Investigation results:

• Fyre does not support ARM OCP spinup but a request has been put in https://oneticket.devit.ibm.com/tickets/165871
• Possible to setup a ROSA cluster (Red Hat Open Shift on AWS) but having a static cluster would be expensive and unlikely to be allowed (https://github.ibm.com/AppPlatform/Cloud-Accounts/wiki/Creating-and-deleting-a-ROSA-Cluster)
• Possible to setup a ROSA cluster on the fly but we would need to be very diligent on tearing down once finished. The use of a functional ID was looked into but it is discouraged for creating/managing resources (https://github.ibm.com/AppPlatform/Cloud-Accounts/wiki/Guidelines-for-using-Functional-ID)
• The Liberty SOE currently tests against AWS Graviton systems by requesting clusters on the fly, setup by the automation team so we might be able to request a similar system for ROSA clusters. If this could be integrated into the current EBC structure to make it invisible to us that would be great. A discussion with Martin/Kevin/Chis needed
