Generate and manage multiple LTPA keys per namespace for different set(s) of applications

In the WSHE playback on Friday, Nov 3rd, we demo'ed the initial LTPA support in Liberty Operator and mentioned this as a future enhancement. There has been some inquiries about it since then as well.
