Expected behaviour

Adding a button to go to the Competency page, as right now we don't have one.

Actual behaviour

We have no link for the Competencies page and the user has to type it in the URL. Describe what the code currently does...

List steps that someone can perform to see the actual behaviour, or delete this section if it's not relevant...

Details and resources

The work is to add a button on the home page, we can use material UI and ask the team about the styling preferences for approval.
