These commits resolve #497 to fix the deploy GitHub Action to work with the newer version of the Flyway container that we use. While we're in here and making updates, let's also perform some way overdue updates:
Updates to the bug report template and creation of a new feature request/enhancement template
Updates to the pull request template (will this be the last one in this format?)
Minor point updates to both api and webapp while we're here
Also:
Fix for an emergent bug that prevented api's yarn develop override from actually working.
