Methods to get all attachments, not just the effective ones. Previously, attachments that were overridden by later attachments became completely inaccessible.
Get subsets of attachments filtered by plugin and/or permission.
Efficiently remove attachments by plugin and/or permission.
This is a breaking change only for implementors of the Permissible interface. Behavior of existing methods does not change.
