How do the vehicle controls feel? Too slide-y? Too fast/slow?
I think it's a bit to difficult to gauge speed as too fast or slow considering that would be more dependent on gameplay, but at this time, I feel that they're good. Could lean into the tankiness of the controls a bit more, but I don't know whether that would be better or worse.
Would something like an energy system (would deplete with each task completed) work well here, to create consequences and/or resource management?
Yep! I think you could link it to a larger narrative as well. Maybe the energy is something your vehicle uses?
If a story were to be added, would a large, complex narrative, or a small character-based one be better?
I see a story featuring 2 characters primarily: The driver of the machine (you) and someone giving you directions who has their motivations.
In reference to the above question, I think a dating sim set between various researchers on the Kharkovchanka might be hilarious. Would this be a bad idea to pursue?
It could be funny, but with the art style and setting I think it would require more planning.
Should this game have music? Or is the quiet rumbling of the engine actually enjoyable on its own?
