Moved to hotload setup #41

  1. Moved to new functionality where we hotload all intermittently created data, unless specified otherwise.
  2. Added unit tests to make sure merges with text data go correctly
  3. Added unit tests to make sure every ICS has an associated topic
  4. Slightly changed prompting whether to force overwrite at the default output path
  5. General tidying
