Dashboard (dev) into main #43

This PR includes the dashboard code. I merged main into dev before creating the PR, so there is only one new commit.

This creates one issue (which I raised separately #44) because we have removed the folder ./data/enriched/ which contained a file required by the dashboard (@GISRedeDev): enriched_ref_ics_data.csv. When we decide where that file will live, we can update the dashboard code.

@crahal , please do not delete the dev branch after you accept this PR and merge it into main. We will continue to use it for phased commits into main to avoid conflicts from multiple working branches.
