6 days ago Found the issue. I had placed a minecolonies townhall to generate the structure and then broke it, but it still claimed the chunks around it. I was able to see the claimed chunks by holding the build tool. Outside of the claimed chunks the workers were able to work.

None of my workers will do any work. They walk up to their workstations and have the hammer icon above their heads, but no actual work is being done. My farmers also ignore multiple farms (animal farms and a crop farm with carrots and potatoes). My lumberjack won't even pretend to work at his station and just wanders around aimlessly. My courier walks between every place on his routing order in loops but does not pick up or transport any items. They still go back to the town hall to eat and sleep but won't do any work even when given a work order.
