Polar bears do not spawn on ice blocks
According to the wiki they should be able to https://minecraft.fandom.com/wiki/Polar_Bear

You can test this by teleporting to a frozen ocean in the default preset.
If ice blocks are replaced to grass they begin spawning, so the problem must be spawning on ice
