Add IfBlockError : [Material] in each BO3/BO4 #980

Add IfBlockError : [Material] in each BO3/BO4

This material will replace a non recognise block. Also when a block isn't recognise, BO3/4 name is log in the console to improve debugging.

Please recreate your branch to build against only the latest commits so that they aren't included in the pull request and sign the CLA once you resubmit. You will also need to fix the PR to put the files in the right place; something about the way you've chosen to author your contribution doesn't match the project layout properly. Thank you!

1) hey, my english is poor and i don't really understand what is a PR, 2) i have to recreate a branche ? i should choose 1.16.4 ? 3) it's the first time i use github. i will sign your chart next time
