Use environment.yml instead of install script #92

@jdebacker , can you add the S3 updates following what I did in Tax-Brain here? https://github.com/PSLmodels/Tax-Brain/commit/81bcccd52b69cf3b8cc9e9fb411e104dd3bfe546

This branch is fine or another branch. I didn't have time to do the full clone of OG-USA
