Lights controll panels don't apply settings until they are opened by a player #192

Describe the bug Light control panels won't apply settings to the lamps until someone opens the control panel.

To Reproduce Steps to reproduce the behavior:

  1. Build lights + controler
  2. Build computer
  3. Connect together
  4. Tell the computer to modify lights in anyway

Expected behavior The lights update when a computer sends a signal to them
