Add configs to damage each SCP by a percentage of total health when encountering tesla/wall damage #4

If the config is set to 0, SCPs will take no damage to tesla/wall, otherwise values set to 25 will take out a quarter of an SCP's total health, 50 will take out 50% of an SCP's total health, etc.
