Retrieve instance Parameters of service instances and bindings #45

In many cases services require input parameters for service instances or service bindings creation. These parameters are used by the broker in the provisioning process.

This information is valuable to the instance owner and might be required in order to manage the instance.

Currently service manager does not store this information and thus it cannot be retrieved.
