Should authors be allowed to create users? #43

Right now creation of users (which should be reserved to Administrators only) can be done by authors. An author can create another author and even another administrator.

Speaking to @amaliapomian, I understand that only Administrators should create users. I'll try and submit a PR that checks for that.

I think this is a big mistake from me. I think I was using the system in a bad way. It seems like authors don't even have access to the administration panel.
