NEWS.md to NEWS #40

NEWS.md is not currently supported by Bioconductor. Need a inst/NEWS file, instead. Two options:

  1. Get Bioconductor to support NEWS.md
  2. Figure out how to convert NEWS.md -> NEWS automatically
