Form questiontype Yes/No/NotSure is so common that it should be a question data type.

Create new YNNS datatype. Values are "yes", "no" or "notSure".

Meeting 2021-08-17 YNNS changes from "Yes/No/Not sure" to "Yes / No / Not sure or prefer not to answer"

The change should be merely on the option description text. No code for criteria evaluation should need any change.
