External Clinical Sites / non-member / without users

In weekly meeting 2021-12-07, the need to support Clinical Sites that are not part of the group was added as a new request.

Clinical Sites that are not part of the group, will not have registered users. (Clinical Site and user on-boarding is still a manual process at v0.10.x). But there will be a need to display clinical trials that are recruiting on clinical sites that are not on-board.

Options in discussion: For those "external" clinical sites,

• inhibit the "CONTACT SITE" button and display manual/external contact information ?
• send an email to a clinical site contact email for every application
• Other...
