upon opening a text file editra is always aksing for #736

What steps will reproduce the problem?
1. open certain files (does not happen for all files)
2. the dialog "Choose an Encoding" is displayed
3. even after choosing an encoding and hitting OK the dialog is displayed again

I'll see if I can find a file which does not contain any private information 
and that I can attach

expected behaviour would be to open the file again with the choosen 
encoding/convert the file to the choosen encoding. This functionality used to 
work with version 0.6.89 but seems to be buggy for all versions after including 
the current version (0.7.01) which I installed from the binayr.

I'm running editra on a german mac os (not sure if this helps though)

Hi,

A sample file to reproduce the issue would be very helpful for investigation. 
There is a similar issue reported in issue 735. Seems that for some reason in 
that case the system is returning us_ascii as one of the default system 
encodings on OSX (also German Mac OS), which is very strange as it doesn't even 
do that on a US Mac OS.

So if possible as much of the following as possible will help with 
investigation:
* Sample File
* Output from Editra log window after trying to open problematic file 
(View->Shelf->Editra Log)
* See issue 735 for other info about querying the list of encodings from the 
system.
