WIP Automatically check if templates work with repo versions #7

Goals:

Check if the templates are congruent with whatever is required by the packages
Give warning to user of old template if there is a newer version (of template / package)
Migration Guide

TODO:

[x] call main branch master (it should work for both kinetic and melodic)
[x] activate travis (compare https://github.com/ct2034/pilz_templates/pull/2)
[ ] how to handle commented out stuff in launch files
[ ] how to check with not released versions
[ ] cron job

[ ] also in pilz_robots etc ci (maybe with https://docs.ros.org/independent/api/rosinstall/html/rosinstall_file_format.html)

Travis config superseded by #23 - is there anything else here that we need to forward-port? Or could we close this PR?
