Description of Proposal

A proposal for adding metadata support to UsdVariantSet in OpenUSD. This proposal is a follow-up from a conversation between @nvmkuruc and @spiffmon on AOUSD.

Broadly speaking, this proposal aims to add common metadata fields to UsdVariantSet that are found on UsdPrim, UsdRelationship and UsdAttribute to assist with GUIs and editors when displaying variants.
