Add Dump-Names Command ("Roll Credits") #157

Determine whose flash to use (WD, Herc, or Radio...)

NOTE: Since the Radio was programmed successfully, we can upload the names to the WF121's PS Store (an internal non-volatile keyed database) and then downlink all the names using the dump PS-Keys command (just need to make sure each PS entry is smaller than the BGAPI passthrough max size). As such, this no longer requires FSW changes and is being moved to Post-FSW RCs.
