Make Watchdog-Hercules UART Baud Persistent and Tunable via Ground-Command. #162

Low priority. In case we reprogram Herc over UART and determine we need to use a new baud rate as part of this.

Likely hard to do since Hercules doesn't have on-board persistent memory (see #187 ).
