Updated watchdoginterface to correctly set Hercules deployment pin and forward uplinked watchdog commands to ground interface.

Fixed requested changes for FIXME in UDP receiving when having sent UDP. Aligned Buffer to double word for uplink. Changes were tested and confirmed to be working
