Fix a small grammatical error in offboarding.md.

Changes

Under the Voluntary departure section, a paragraph had a minor grammatical mistake particularly in the phrase, "it'd be weird to be recruit people whilst you are just about to leave.". I believe it would be more proper to use "to be recruiting" instead of "to be recruit".
