Dynamic Bamboo Agents #45

It would be really valuable if Bamboo agents can be spun up as needed, like with LUCI. In a clustered environment, be able to spin up a new machine and agent on that machine with the wanted capabilities. Capabilities are the installed tools in the Bamboo world, i.e., maven, jdk 7.xxx, ant, etc.

Note that for Bamboo, you pay per agent basis.

There's a Jar file inside Bamboo we need to run in a docker container.
