When setup.sh (in simple_ci branch) runs the second time it just waits forever for postgres to come up #84

In the simple_ci branch, when the setup.sh runs for the first time the entire stack comes up correctly / as expected. Any subsequent runs of setup.sh on existing persistent storage results in setup.sh waiting for ever for postgres to come up.
