No Power after Loading Game #836

Large Areas in the map have no power after loading the game. Currently have 4950 generated and only consuming 991.

Thought I fixed the issue after replacing my Wind Turbines and the resized the grid. However, once I saved the game and reloaded it. Same issue occurred.
