Guests stuck on absolutely nothing and tanking performance #907

When I looked towards this, I would drop frames from 30 FPS to 16-21 FPS. I'm unsure how they got here, but managed to save them by making a path near them back to the main path.

I am reworking Guest AI right now. This issue is fixed internally as far as I am aware.
