PalMod is extensible, so you kinda do anything if you spend time on it. I'm unclear what if any important fighting games were released for the ngpc tho. Could you clarify?

mostly just svc match of the millennium, but kof R2 and ff F1 support would also be nice
I had some time to look into this. What exactly are you asking for from PalMod here? I note that the NGPC storage format is .NGC, but I'm unaware of how to extract that archive out into meaningful files. Presuming that is a normal step in NGPC modifications, which is a thing I am wholly unfamiliar with. I don't currently know anything useful about NGPC data packing/storage: NGPC peoples might know more about that.
Where PalMod gets involved is where we have the color data accessible in some capacity within known or probable files. At that point it's a matter of determining what color format / color look-up table that the game is using, if any.
