Latest tag should only stand for the recommended PHP version

The build.sh tagger takes "latest" when we build the latest version of PrestaShop with an "unrecommended" yet "compatible" version of PHP.

Example: PS_VERSION=8.1.3 PHP=7.3

This is not the expected behaviour.
