npm packages are out of date and server build fails when omitting dev packages #581

updated node version to 18, updated npm packages where possible (semantic/fomantic is out of date and has some old dependencies), and revised which packages are dev and which are production (ansible deploy now only installs production dependencies on the servers)

completed in #580
