Add the inmate number to the letter

User Story

As a user from Hawaii I want to ensure that the inmate number is in the letter So that the letter can be delivered as needed (the facility will not deliver the letter without this)

Business Context:

We need to include inmate ID so that the letters can be delivered, as part of Hawaii's requirements.

It should look like this:
