Describe the bug

Upon letter generation in Hawaii, there are lots of inconsistencies between the different templates

Spacing between header + letter content
Page footers show Page of
No page footers
Header logo on 2nd page of letter
No header logo on 2nd page of letter
A page just for one line/signature
Complainant info + Page on top left of letter

Steps to reproduce

List any steps to reproduce behavior

Create a new case
On incident details page, click Generate Letter and generate all 17 letters

Expected behavior

All letter templates should be consistent

Agree it's pretty low since clients have not brought this up as bugs to fix but we will need to KIV, so moving to icebox for now
