Describe the bug
We received some user feedback from NO stating that the notification pane is not visible. In order to fix this, we will need to investigate any recent system changes and updates.
From Christian: "We are no longer able to click into notifications we receive. We can still see the text of them in the case notes section of each case file, and we also see the number of notifications by the bell symbol in the top right of the page, but the small bell icon in the top right corner of the homepage no longer pops up a display of recent notifications when clicked. When we click into the bell as normal, nothing pops up. As always, feel free to call or email with any questions."

Expected behavior
When we click on the bell icon, the notifications pane should open/close and should also list recent notifications. This should work for both NO and Hawaii.
