Convert model control to Joystick messages #19

As we are using joysticks and buttons to do manual control, better to convert the published messages to be a Joystick one rather than two Float messages. The new plugin and also the node which allows for manual control should both be converted to allow this

Using existing joy node to handle Joy message publishing. Trick is to subscribe to that message
