Enable 99 to 50 handicap in Matchless FFA #213

In the popular servegame.org FFA server wich hosts a matchless ffa mode, Handicap mode does not work. It was tried several times in past.

I ask to implement this feature, enabling the 99 to 50 Handicap modes in a matchless FFA (wich only hurts oneself performance), while blocking 101-to 150 handicap (wich boosts oneself performance).

P.S Please keep in mind this server dosnt have current MVDSV and KTX versions.

In ktx 1.34 not working too.
