RFC 18: Technical Team Structure #18

This is an initial draft of the technical team structure. It needs some more fleshing out before being merged, most notably on the actual technical processes that teams will follow.

Contributor guidelines for individual projects are not in scope for this RFC, and can be handled by each team individually.

The arrangement of projects is probably fine, would we need an RFC to transfer things?

What would new projects do here? Would we need a process to decide where it goes or just place it somewhere after a discussion?

Yes, this does need to be merged rather urgently. Given the imminence of prereleases, I'm moving this to an accelerated final comment period that will conclude in roughly 24 hours at 12:00AM UTC. This should give everyone with a stake in the project a chance to voice their concerns, and will hopefully be enough time for us to address them as well.

Once this PR is merged, we can assign people to individual teams. I imagine that will be quite easy, as teams will mostly be made up of current initiative members.
