Sorry for the spam of commits; I did this in the Github UI because I couldn't be bothered to clone the repo.
This change intends to make certain important RFCs, like the team structure, RFC process, and QMJ specification in easy-to-discover places, without having a mess of folders.
It also removes the "Expected Response" part of the RFC template following some discussion on Discord. The section, if it is even used, is almost always a canned response that boils down to "This change might be controversial because some people don't like change" or "This change won't be controversial because nobody cares about how things work internally"
Considering we have no RFC team, I'll consider this to be within the scope of the admins to approve and merge.
