This RFC defines the Quilt Community Collab space.

Any help to spruce up the RFC would be much appreciated.

A process for removing communities has been added in 0f2e81c

I forgot to mention it in my review, apparently, so I'll mention it now.

This policy needs to make room for Quilt admins, as this is a Quilt space and the admins are responsible for providing oversight over the Community Team. If your goal is to nail down the entire program in policy, this can't be merged until that's done.

ICYMI, I had to force push this branch - some of the suggestions were needlessly nitpicky, made the document harder to read, or changed the meaning of a passage such that it was no longer correct. Amber had already merged them in last night, and I couldn't figure out how to revert multiple commits, so I apologize for the loss of tracked history.
