Define QSL Team, remove QSL Triage subteams #68

This RFC mostly defines the unspoken status quo that already occurs between the QSL teams. The major difference is the removal of library-specific subteams. We don't really use the subteams and they were never very effective.

This RFC is approved when @EnnuiL, @LambdAurora, and @OroArmor (all of the members of QSL Core) approve.

Why do the processes to add new members all require unanimous consent, instead of the standardized vote system? It might also be good to include a small section on member removal.

Member removal goes thru the standard removal of staff process defined elsewhere (i don't remember which RFC, but it's a well-defined and complex process).

We use unanimous consent because QSL Core is intended to be a fairly small team, and it's always better to address concerns before someone is added to a team than try to remove them later.

Since QSL Core has (thus far) only been 3 or 4 people, that means one opposal is likely somewhere between 20% and 33% of the team. We don't want to accept someone if a quarter or third of our core team is uncomfortable.

If the QSL team gets to a point that it is too large to expect unanimous consent (which seems unlikely right now, but who knows), then this RFC could get updated by a standard vote (51% threshold) to accept if necessary.
