RFC 0007: Changes to voting process

This is a proposal for a change to how internal Community Team votes are counted.

In the current version of this, we have:

• 50% of eligible voters must vote positively
• 20% of total (non-abstention) votes must be positive
• A spreadsheet which doesn't actually represent the above ratios, and also doesn't meet the original intentions

It's worth noting that the second point above makes no sense, and shouldn't have passed its review - but the wording was complex enough that nobody managed to pick up on it.

Our previous votes under the current system were counted using the spreadsheet, which was an inaccurate representation of the process - but we still managed to stick to the process accidentally.

In this pull request, I've proposed the following changes, as put forward by @Akarys42:

• 50% of eligible voters (including those that decide to abstain) must vote positively
• 70% of total (non-abstention) votes must be positive
• There is no spreadsheet as this is simple to calculate
• Simplified wording which is clearer to most people
