Provide a means to force a refresh of cached data via the UI #16

eg - shift-F5 in a browser will send headers to ignore caches - this could be used to trigger a cache flush

Addressed by Commit https://github.com/RDFLib/VocPrez/commit/ff54a48d6e5b45ae2d2a00c1889208813f59b3dc

Calling the endpoint /purge-cache will now delete the memory and disk caches
