Add README to Dockerfile (for 'About' page) #34

One-line change to copy the README into the docker container, as the About page depends on it being present.

@KoalaGeo the update to the theme above would depend on this change to build in our CI. I thought it worth contributing back to the original as anyone who builds the VocPrez container with this Dockerfile will see this issue.
