Conda Environment for R 4 #431

We need a Conda environment YAML file for R 4.x

for starters, we take the latest release of R 4
Test Installation on Windows, Linux and MacOS

For Linux a conda package is available on conda-forge for the recent R version 4.2.2: all packages from the list can be installed:

YAML (with all installed packages): fsk_r_static_422_linux-64_env.yml.txt

But for Windows R 4.2.2 is not available as conda package, but only version 4.1.3. With this version there are conflicts with these packages and Conda downgrades R to version 3.6.
