What is listed as '<' and '>' does show up as '«' and '»' in game and the extra space after 'z' is only used within these guillemets (and once after a semicolon), and does show up as the width of a normal space, and can only be assumed to be a non-breaking space so the guillemets is on the same row as the word they're next to, as per standard rules in French.
That space also shows up in German before elipses (...) to, presumably, ensure that they are on the same line as the word before them. But English, Italian and Spanish do not use this space.
