Some intelligence around Update Set / app scope Checking #234

When the system goes to submit a change for a given file in a specific app scope, it should detect what update set was last selected, and if that update set is still selected. If so, it should present a message to verify the update set, and if not launch the user to the list of update sets for that app scope so that they can swap their update set....

Alternatively, it would be good if you could find a way to swap update sets right from VSCode, and maintain which update set is currently selected based on the "Active editors" "Files" "App scope". Would be good to have that and possibly the github branch if using github available in the bottom bar of VSCode.

Now that we have the "Get preference' Code, we should be able to query for this and present some messages. For each of these calls, we should update the bottom-bar with the currently selected app scope and update set.
