Remove datatable.CJ.names option #3295

As promised in new feature 6 of 1.11.6 (Sep 2018) (#1596) and note 2 in v1.12.2 when the default was changed to TRUE (#3296)

@mattdowle I created the 1.13.0 milestone and added this to it since the "as promised" note was:

In v1.13.0 it will be removed.

I guess this is a case where simply renaming the 1.13.0 milestone to 1.12.5 has unexpected side effect... OTOH it's a pain to edit the milestones manually. Just pointing out that it happened.
