arty & gps markers suddenly non functional in MP #13

Tested it yesterday after the update on the server, worked fine. (I am very sure it actually was after the update because the gps marker fix worked.) Wanted to use it today, both markers didnt work.

*Testing showed that arty markers work if they are in global chat, gps still dont.

Fixed by Tapawingo's locality change of the script.
